Spoken by an American who he has moved from elsewhere in the States and is entirely unaware of the tensions in this new community, which he assumes is idyllic. hence his remark is full of irony. It is not 'this is a great country'. He means 'it is a great place' to which he has now moved viz. Lexington, Kentucky, a district that includes Harlan County, a rural mining area in the east of the state, where Deputy U.S. Marshal Raylan Givens was born and raised. It is from the trailer to the second series of a cowboy thriller called 'Justified'.
