No  Geoffrey Black: This term literally means "Panic of buying" rahter than "Panic buying", which is the opposite.

  -> I disagree- what you propose is the opposite- if anything, in HE you would say "פניקת קניות". We could agree to have both "פניקת קניות" and "בהלת קניות"- if you search for both of these, you will find them similarly used- but surely not "קניות פניקה"
