Explanation:
This is another term that seems relevant to your context. Supplementary charges in an electricity bill will refer to charges other than the main charge, ie, additional charges. So अतिरिक्त seems appropriate.

परिशिष्ट is definitely not the word you need. It means the additional pages added to books, articles, etc - things like appendices, glossaries, references, etc.

Well, supplement is something that is extra (अतिरिक्त), that adds further detail to the main thing. What I can say in favour of अतिरिक्त is that it is a very familiar term. Possibly, that is why you seem to think it covers too much ground. But it conveys your meaning of supplement all right.

Regarding संपूरक/अनुपूरक - it also has the meaning of filler - संपूरक भोजन for example. And these two terms are much less common. Also संपूरक शुल्क or अनुपूरक शुल्क reads odder than अतिरिक्त शुल्क.

Asker: i agree with your explanation only reason i am hesitant about it is because the text if for a website may words are stand-alone thus would like to be as close as possible to the source word i feel that अतिरिक्त covers too much ground and may lead to some doubt, what do you think?

Asker: in fact there is no sentence just the word supplement would not अतिरिक्त require another qualifying word with it, which in this case is not present
