To my understanding, परिवर्तन is understood as revolution, diversification, transformation, but not as “swing”. For given context, Voter is a one who can change his mind, as s/he is not committed to any party. Hence, s/he may choose a candidate on issue/s or anything that is unconcerned to ideology. That is called “swing voter” अनिश्चित मतदाता. Here, the political parties do not look at this voter as a revolutionary factor, but as an uncertain factor in voting. This is parameter in voting politics, and not a situation from political point of view; so it is not concerned to, "...This could include voters who have not considered all the canddiates yet because of time or other considerations...” as Mr. Srivastava has expressed.

अनिश्चित मतदाता could mean unecided voter. This could include voters who have not considered all the canddiates yet because of time or other considerations whereas 'परिवर्तनीय मतदाता' means swinging voter,that is the voter's vote is changeable depndeing upon canddiate's policies or other considerations.

Amar Nath ji is correct.
This term indicates floating voter, who cannot be considered as loyal by any candidate. Term is often used in election coverage.
