Explanation:
The adjective "sound" in this context means solid, reliable, sturdy, withstanding inspection. Loosely speaking, it means "good".

Reference to Echols & Shadily suggests words such as "kuat", "berat", and "keras".
Of these three, "kuat" seems to collocate the best.

I believe it could be a mistake to try to adopt keterangan indeks prestasi such as given in the Wikipedia article and the examples posted above. My reasons are:
(i) grade scales in Australia have changed, with a focus now on reporting achievement in relation to the standard of achievement expected of that student’s year level cohort¹;
(ii) "sound achievement" had not been used as a standard 'grade' in the past, so it is unnecessary to try to choose an Indonesian term that represents a standard grade — the emphasis is more on providing a descriptive phrase;
(iii) "sound achievement" (C) indicates actually "good"¹; the two higher grades indicate "very good" (B) and "excellent" (A)¹;
(iv) "cukup" and "memadai" seem possible to misunderstand as "satisfactory";
(v) these 'new' grade descriptors have been defined by the issuer as following the prescribed hierarchy, even though the natural definition of "sound" even extends to 'flawless', and 'without fault'²;
(vi) extending those Indonesian ratings [similar to old Australian grade scale descriptors] will be especially problematic — or wrong — for grades D and E in the new Australian grade scale systems, for which the harsh descriptions "fail" or "very bad" have generally been banished.

Echols & Shadily indicate that "sedang" can mean 'average' and 'moderate' or 'sufficient' and 'fit', which seems to be a reasonable approximation for the interpretation of "C" as 'good' and 'at the level expected for the class' (not excelling, and not falling behind).
I have not included the option of "Prestasi Sedang" in the heading for this Answer out of respect for the fact that Regi2006 has already proposed it, and also because it isn't strictly a translation of "strong".

If the source text is a discussion of all the different grades, or at least mentions/defines them all, then any of "prestasi kuat", "prestasi baik" or "prestasi sedang" seem suitable to me.
If the source text is a certificate or extract or quotation that only mentions this one grade, then "prestasi kuat" or "prestasi sedang" would be preferred, as "prestasi baik" is more liable to be misunderstood as grade B in the absence of sufficient context.
