Effettuando ricerche in rete, come tu stessa puoi constatare, non esiste "rate load" come espressione autonoma, e sicuramente non esiste in contesti come quello del tuo brano: https://www.google.it/search?rlz=1C2DVCP_enIT431IT584&biw=12... È perciò molto probabile che si tratti di una svista per "rated load", che, nel brano ha molto più senso, appunto, come "carico nominale", come giustamente ha intuito Nicola.
