It's basically saying you're stupid and I don't have crayons to draw out what I'm trying to say to your infantile mind. And even if I had the crayons I don't have the time to draw it out.

It implies the person being spoken to need it to be explained to them like a child with colourful drawings. (So you're basically calling the person dumb or a child).

It's basically saying that you're dumb and you need things explained in bright colours/crayons.
