The fact that the source puts it in quotes means that maybe the author didn't quite think the term applied, but didn't have a better way to express what they meant. Where I see it used in contexts like social sciences, it refers to the ability of a person to decide where to position themselves spatially or geographically. I've also seen it applied to robots on factory floors and birds in an ecosystem.
