What does "under the counter point of use" mean as in "Under counter point of use electric water heaters will be provided for each fixture"? (Source: Building specifications)

This "under the counter point of use" is used as an adjective as in "under the counter point of use valve." But I don't exactly understand what it is. For a valve, it is located under the sink, and what is "point of use"?

For "under the counter point of use water heater," what is it?

Regardless of what it is, I don't know how to put it into Japanese. Particularly "point of use" bothers me. I don't think I can literally translate it. "under the counter" may be literally put into Japanese.
