Asker: sensitive...微妙なところです・・。私もpreventが気になります。もし、environmentaly sensitive materialsがどちらかというと環境負荷物質に近いような意味合いであれば、埋立や焼却炉へ搬送するのはまずいのでpreventしましょう、というのは分かるのですが、energy recoveryはどうつながるのでしょうか。「環境に反応しやすい」だと良い方にも悪い方にもとれるので、この場合、名訳かも!もう少し、検討してみます。

文章全体の趣旨から意訳の度が過ぎるとされる翻訳家には異論もあるでしょうがこのような訳でいかがでしょうか。化学分野の常識を前提にすると余り意訳であるとも思えません。プラスチックを埋め立てないで再利用し石油資源を守り、木を切り倒す量を減らすために紙を燃やさず再利用する等の努力をするものとするとの趣旨でしょう。

の箇所ですが、環境に影響を与えやすい物質を「埋め立て(landfills)」や「廃棄やエネルギー回収を目的とした焼却(insinerators for disposal or energy recovery)」し処理するのをprevent しましょうと言っているのだと思います。
