This is a subtitle of a news paper article, "With 2nd inaugurations, recapturing glow isn’t easy", which talks about US presidents' second inaugurations.
The paragraph of the subtitle discuss how presidents of the early days have handled the second inaugurations.

So, I guess, "the Founders" mean the presidents of the early days.
How about "Fizzies"?
The Internet says "Fizzies" is a tablet to make bubbly drinks.
Is there any hidden meaning/joke about Fizzies?
(Isn't it common to use "champagne" to indicate celebration ?)
Can it be simply translated as "Cheers to the President of the Early Days"?

easy to keep the enthusiasm at the 2nd time, so I would say, "karisuma sei" instead of "cheers".

I could not upload the whole article, but I believe it is the best to interpret "fizzy" as ”熱気、興奮" as Yuko-san suggested based on the context. I think "カリスマ性” is very thoughtful translation. But, it gives too strong focus on "the founders", so I will stick with "熱気、興奮”。I found reference links very helpful. Yuko-san, ありがとうございました。Thank you so much for all commented!!
