Aso 'capability has the meaning of '機能'. Here is'allow(・・・できる'、'可能にする’). So I suppose 'capability' means other meanings such as '能力’or '機能'. Probably these appear the top or No.2 when you check 'capability' in a dictionary.
Please see references I select, you will see ’ヘッジ能力’ which is also an important term in financial field.
Full hedging is a strategy for reducing foreign exchange risk.
So I would say ’’フルヘッジ能力’が発揮できる、生かす’.

Generally, (risk) hedge or hedging should be a risk management tool to shirk away from risk , also be a sort of tolerability of risk. So here,the context seems to indicate its 「機能 or 能力」 is required. This sentence seems to make more sense if 'capability' means "機能"or "能力".
