ここに出てくる、through the web or hub はどの句にかかるのかがわかりません。前のギアブランクにかけると意味が不明になってしまいます。どなたかアドバイスいただけませんでしょうか？

hub は歯車とシャフトをつなぐ箇所。
web はドリルなどではシャンクやチゼルとほぼ同義で使っている例があります。とすればweb = hubとなるので、試訳のようにwebを省略して訳してみましたが、いまひとつどの部位を指すのか自信がありません。hubよりも外側の加工後歯が付く部分までを含むのかも知れません。

web及びhubが gear blankの特定の部位を指すことだけは間違いないと思います。
