極めて血管の多い血管組織 Explanation: "Vascular tissue" is 血管組織 (also called 脈管組織, but much less common). "Highly vascular tissue" means "a vascular tissue that is highly vascular," such as skin, tonsil, reproductive organs, etc. And since "highly" is simply modifying the "vascular tissue," you can translate it to something like 「極めて血管の多い血管組織」or 「血管が集中している血管組織」, or something like that.
