English term or phrase: in-play countries
... and to achieve this they need to avoid outside interference. They fear---and what has put them on this list of in-play countries---is that they will not be left to their own devices.

文脈から考えて、外部との関係なしでも国内で充足した国、という意味かと思いますが、自信ありません。

活動国


Explanation:
文脈が分からないので、適切な言葉は正直、分からないのですが、その国でやろうとしていること、たとえば研究開発なら「研究開発国」、生産なら「生産国」など、その文で話題になっている「活動」を行っている国という意味ではないかと思います。リストは、その活動をしっかり行っている国(すなわちplayer country) として認識された国が掲載されるものではないでしょうか。本当は独自にやりたいけれど、その分野で高いレベルに達しているので国際的な規格に合わさなければいけないなど、ある程度の国際協調が求められていると言うことかもしれません。

余りににも文脈が少ないので、推測にすぎませんが。。。
