English to Latvian translations [Non-PRO]

English term or phrase: Press "OK" to close the window.
Could you please advise which quotation marks have to be used in the Latvian language (printed documentation, not online text for internet)?
The options are as follows:
1) 'straignt quotes' = "..."
2) „...” quotes
3) «...» quotes
I have found that the «...» are primarily used in Latvian, but I do not believe it as I have also found almost no literature in Latvian with «...» quotations, only „...”.
Please advise.

agree  Evija Rimšāne: The only correct quotation marks in Latvian are these: „text”. Any other quotation marks are not in line with Latvian language rules, though, as you have experienced, unfortunately they are used quite often.

“Iespiestā tekstā lieto galvenokārt apaļās pēdiņas (“ ”);” (Tiesību akru tulkošanas rokasgrāmata)
Those sources are quite official and can be used not only in relatio with EU documents.
Also such q.marks are used in LV grammar boks like "Palīdzi māsiņ".
