I would like to get this tattooed in Norwegian and I have tried using computer translators but I'm scared that it only translated word by word and not the phrase as a whole.

I’m somewhat sceptic to this tattoo. The translation depends on if you want to express the meaning of the known saying, or if you want to say something slightly different. As far as I understand, you speak English, and Norwegian is not your mother tongue. You should know that “dronning” doesn’t give the same associations and feelings as queen. It’s a long story, but in English you could say “she looks like a queen” about a lady who simply looks good. “Dancing queen” gets a different meaning when translated into “dansedronning”. In Norwegian it’s probably a winner of a dance contest we are talking about here, not a 17 year old girl having a good time on the dance floor in the disco. Worst case scenario, a “dronning” is a spoiled woman who is bossy and self-willed, a prominent woman of high social status. The tattoo could also be somewhat cryptic to Norwegians (as the saying is not well known). It could be understood as “Each woman has a desire to be rich and member of the royal family”.

Another option would be “I hver kvinne bor det en dame”. That’s different, but if you like that tattoo, why not? You could also put in an extra word and get something like “I hver kvinne bor det en enestående dame”.
