In the picture example, you have provided, Actuating Horn (ponto de fixação do atuador) would be only a name named by the manufacturing company to describe this type of component fixing.
In the drawing example, it means an aluminum or titanium part milled and holed, to anchor the extremity anchoring of the cable from the trim tab, and riveted in the trim tab brace.
Normally this type of anchoring is made using bolts, bushing, washers, and a safety pin or only pins, washers and a safety pin.
Below, I attach a picture to describe what I am talking about.
