Por nada, Oliver. Pelo que entendi, no Direito Penal se aplica a ideia de algo não consumado.

Só não tenho certeza se “direitos incompletos” passa a ideia de que são direitos ainda não consumados, embora eu tenha encontrado várias ocorrências desse termo no Google. Outras opções seriam “direitos incipientes” ou “direitos em formação”.
