Global Heat Map

is the corruption of government officials [or the potential for ... / the perception of ...]; I remember the big fuss year or two ago in the media about some pharmaceutical company (or companies, can't remember details now) bribing on industrial scale government officials in a big country to make them buy more / at higher prices their wares ...

It's not at all a mistake - if you look at all various "heatmaps" you can find, this is about a "level 3" of potential for corruption / perceived corruption [on some list i.e. "map"] if payments (of any kind) are made by this pharmaceutical company to government officials [whose activity can be categorised as being in "tiers 3" according to the classification that goes with the specific Global Heat Map quoted in this ST]

All this "due diligence" must be about making sure that these intended payments won't be potentially perceived the wrong way - as bribes.

if this "Global Heat Map" was literally about the heat in the atmosphere ...

what would be an activity by Government Officials of the "tiers 3" type on that map???

what would be a logical connection of some undefined "tiers 3 activity" of literal heat in some part of the globe with some pharmaceutical company needing to first go through some due diligence before making payments to officials????
