The European Commission said on Thursday it was initiating legal action against Romania for a serious violation of the national telecoms regulator's independence. It also urged the Bulgarian telecoms regulator to lower mobile termination rates, the highest in the EU.

Known as mobile termination rates, the fee that operators charged each other in Bulgaria -- 15.09 eurocents a minute -- was almost double the EU average, according to the EC. [Getty Images]
