I am not sure if I'm posting the question in the right place... I'm translating an English text into Polish, but it's about the Slovak health insurance system.

Here it goes:

Health insurance
The Group records revenues from compulsory health insurance services provided in the Slovak Republic as regulated by the applicable law of the Republic of Slovakia (local law). The policy-holders of compulsory health insurance are salaried employees, self-employed persons, self-payers and **insurers of State**.''

Another excerpt:
''Insurers of State:
Health insurance revenue is recorded based on the monthly statement prepared by the Official Authority. The annual amount of health insurance is approved by the State budget, 1/12 of approved sum is monthly distributed to health insurance companies based on the number of state insurers.''

Does ''insurer of state'' mean '' a state-owned insurance company?''
