The buckle plates make up the buckle chute. The actual folding is done after the plates/chute in the buckle space at the rollers and so I wouldn't say that the plates folded the paper, rather that they guide the paper towards the rollers. So, I can only think that the reference is to a buckle chute folding machine as a whole which is sometimes called a buckle chute folder, or there is something not quite right with the description of what is happening.
