According to the International standard I mentioned in another topic you created, Abbreviations used in the original text should be given in their equivalents in the language of translation, if they exist. If there is no known equivalent, the expression represented by the abbreviation should, if possible, be explained the first time it appears in the text. So, as far as there is no known equivalent for APPA (American Public Power Association), it should be defined: (Asociación Americana de Empresas Públicas de Electricidad).
