I would like to know what will be the best way to translate this phrase from American English.

It's the translation of a consultation for a Puerto Rican CEO and his American business partners about the electricity and the gas production.

If I were you, I would probably consider leaving "Large Public Power Council" as it is without translating it.

9.1 The names of organizations should be given as they appear in the text and notes, unless an equivalent exists in the language of translation. If this is not the case, a translation or abbreviation of an organization's name and symbol may be given in parenthesis the first time they appear in the text.

Therefore, in your particular case, the name of the organization "Large Public Power Council" should remain untranslated. And as there no known equivalent, the expression should be explained the first time it appears in the text so that your client could understand it. For instance, "Consejo General de la Asociación de Empresas Públicas de Electricidad" or the name suggested by Mónica (the only suggestion: use a capital letter for all the main words but not for the connecting words)
