English term or phrase: under stress
Source text:

Under stress can be avoided by tightening just sufficiently to stop any leakage when fitting cold and before firing the boiler. Fire the boiler and then gradually warm the boiler up, allowing the increasing steam pressure to take over and complete the seal.

I fully understand the meaning of overstress and also under stress, which is not an excessive stress but I would like to know if there's a specific technical term for "under stress" in this context.

demasiado/a poco/a (o insuficiente) esfuerzo / presión / carga
Explanation:
It is not a verb here. It should be one word "understress" - meaning "too little stress"

"Understress" does not mean "está bajo presión", but rather "too little stress".

http://www.thesaurus.com/browse/under stress?s=ts
