I agree with Beatriz as to the advantages of rephrasing the original, but I prefer "esencial" to "importante" or "considerable", because I find that adjective a bit less vague in this case.
A possible translation follows:

Y aunque su reglamento establece que una organización sin fines de lucro 501(c)(3) "no deberá dedicar una parte esencial de sus actividades a influir en la legislación , ni deberá participar en ninguna actividad a favor o en contra de candidatos políticos", no está claro si ello limita la opinión política editorial que no consiste en el respaldo a candidatos.
