Asker: Gracias por responder Rafael. Tenía en mi borrador "le encargó". Me preguntaba si este término "comission" tiene una traducción directa como sustantivo.

Explanation:
To give someone a commission in this sort of context usually means appointing them as an officer in the armed service in question.

There is room for ambiguity here however.

No other state issues Colonel commissions - there are no Ohio Colonels, though there are of course Kentucky Colonels who are residents of Ohio. Only the Governor can choose to issue a commission, based on a formal nomination.

In order that there might be no question as to his authority to serve warrants, make arrests and hold prisoners, the United States marshal of the Western District of Arkansas, whose jurisdiction included the whole of the Indian Territory, was asked to issue a commission to Ben Williams as a deputy United States marshal.3 So, while acting largely at the instance and under the direction of John D. Miles, Government tribal agent for the Cheyenne and Arapaho, at Darlington, he always reported to the United States marshal at Fort Smith, Arkansas, and

1911 (July) Company H, the National Guard in Yuma, elected a American of Hispanic Heritage to the rank of lieutenant. The Adjutant General refused to issue a commission to him.

The acts of appointing to office and commissioning the person appointed can scarcely be considered as one and the same, since the power to perform them is given in two separate and distinct sections of the Constitution. The distinction between the appointment and the commission will be rendered more apparent by adverting to that provision in the second section of the second article of the Constitution which authorises Congress to vest by law the appointment of such inferior officers as they think proper in the President alone, in the Courts of law, or in the heads of departments; thus contemplating cases where the law may direct the President to commission an officer appointed by the Courts or by the heads of departments. In such a case, to issue a commission would be apparently a duty distinct from the appointment, the performance of which perhaps could not legally be refused.

etc.

I am pretty sure this is what it means here, in this context.
