En mi opinión, en este caso la pregunta "Why do people fudge the facts?" podría suplantarse tranquilamente por "why do people lie"?. Se utiliza "fudge" en el sentido de inventar algo, de decir algo falso. Para mantener la estructura del original se me ocurre usar "distorsionar los hechos". ¿Por qué la gente distorsiona los hechos?. Porque teniendo "lie" en la oración anterior quedaría redundante poner ¿Por qué miente la gente?.
