English term or phrase: for which there was much scope
I am translating a biography about the daughters of President Guadalupe Victoria José Miguel Ramón Adaucto Fernández y Félix. I have encountered this phrase and I am not quite sure about how to go on about it.

Is the English text saying that politicians in Durango were not enthusiastic and therefore it was easy to be one? In that case, why are they using the adverb "unfortunately"? I believe this is a negative comment on Durango's politicians at the time but I don't think my translation reflects that fully. Any help welcome!!


Source Text: H. G. Ward met them in Durango in 1826 and described them as "very lively and most enthusiastic politicians, a talent for which in Durango there was unfortunately much scope".

My translation: "H.G. Ward las conoció en Durango en 1826 y las describió como «políticas muy enérgicas y extraordinariamente entusiastas, un talento que en Durango, por desgracia, era fácil desarrollar».

Entiendo que en Durango los políticos no mostraban per se este entusiasmo por lo que todavía quedaba mucho por desarrollar.

Durango ofrecía un amplio margen para que sus políticos desarrollasen este entusiasmo.

Creo que, sin duda, hay una errata; la omisión de una partícula negativa. La expresión idiomática es "there is NOT much scope". En este caso creo que sería casi sinónima de "there was not much ROOM for...".

Propongo esta traducción: "políticas muy enérgicas y extraordinariamente entusiastas; un talento para el que, por desgracia, no había demasiado lugar en Durango".
