International Org/Dev/Coop / partnership
English term or phrase: pursuing grievances
Source text:

Grievance mechanisms seemed to focus on [Organization's name] pursuing grievances with the partner. There was general acknowledgement that partners needed to be more able to give feedback to the Organization.

Explanation:
From Lydianette's other questions, it's clear that this refers to communication problems between the 'organization' (which is providing development resources) and its 'partners' (local organizations and/or aid recipients).
In that context, the ST extract is saying, basically, that the problem-solving mechanisms are used mainly to pass 'complaints' from the organization 'down' to the end-users, and the latter have poor facilities for giving feedback. It's a "one-way street" - and all parties agree on that analysis: 'general acknowledgement'.

I think it needs to be re-phrased to make sense in Spanish. For example:
Grievance mechanisms seemed to focus on [Organization's name] pursuing grievances with the partner.
--> (algo como):

That said, I thjink 'quejas' is too stong in this context.

my above translation is due to my suspicion that the verb pursue was erroneously used in the original´s text and because I supposed the organisation´s name appears as genetive i.e. Focus on X´s continuous grievances.

-> people at loggerheas with their language often mix up words, I was not thinking of persistEnt but rather of ongoing or lasting, enduring, permanent, continuous, after something has come to an end; maybe persistent fits in as well.

para acabar con los problemas

Explanation:
