In that context, the ST extract is saying, basically, that the problem-solving mechanisms are used mainly to pass 'complaints' from the organization 'down' to the end-users, and the latter have poor facilities for giving feedback. It's a "one-way street" - and all parties agree on that analysis: 'general acknowledgement'. I think it needs to be re-phrased to make sense in Spanish. For example: Grievance mechanisms seemed to focus on [Organization's name] pursuing grievances with the partner. --> (algo como): En materia de reclamaciones, el mecanismo parece ser sesgado a favor de la tramitación de quejas de (Org) en contra de los partenarios. That said, I thjink 'quejas' is too stong in this context. |
