Si el texto fuente dijera "was not characterized by (being ....)", por ejemplo, la traducción correcta sería "no se caracterizaba por..."; pero "was not so characterized" no se refiere a sus características, sino a su descripción o definición.

"Se caracteriza así" o "se caracteriza de esta manera" son expresiones poco usuales en español (en realidad, son calcos del inglés); se diría más bien "tiene estas características". Pero insisto, esto no es lo que significa.
