There is a reference in the glossary but it doesn't apply in this case.

Primero me ceñiría al significado preciso de "nonstarter" como "algo imposible, una idea imposible". No utilizaría otros términos, que aun teniendo el mismo sentido, cuasisinónimos, no son exactamente equivalentes. Véase,

"nonstarter" es una idea, algo que no tiene la más mínima posibilidad, imposible.

Después, optaría por una traducción más natural en español. Totalmente de acuerdo con David en cuanto al sentido de "imposibilidad". Sin embargo, utilizar "una imposibilidad" me sonaría raro en este contexto.

Traducción propuesta:

"Por consiguiente, es algo que desde una perspectiva política no tiene la más mínima posibilidad, es imposible."

Si se quiere ser aún más escueto, se podría decir "ES UN IMPOSIBLE" (el DRAE admite el uso del adjetivo "imposible" como sustantivo).
