The most important things the dairy farmer can do for the cows is to protect them from the wind and moisture...
To protect the cows from wind and moisture, each of the freestall barns is equipped with two sets of curtains; one at the top and one at the bottom of the barn. The curtains on the bottom ***are lowered to*** prevent the wind from reaching the cows once the daytime temperature gets below freezing. The top curtains ***are lowered to*** keep in some of the natural heat of the cow's bodies when the temperature gets below 20 degrees.

no se trata de cuanto bajan ni hasta donde, sino que lo importante es que son bajadas, cuando a) hace viento, y b) para conservar el calor cuando hace frío...es decir, quizás tengan un mecanismo automático que las acciona en determinadas situaciones....con el fin de proteger el ganado del viento y agua, cada "hueco" (no sé como lo has traducido" está provista de dos juegos de "cortinas", (que igual no son textil sino de otro material), unas partiendo de la parte alta y las otras parten de la mitad hacia abajo, por tanto
"las cortinas inferiores se bajan para prevenir el viento....."
"las cortinas superiores se bajan con el fin de conservar la calor..."

ambas cortinas bajan, solo que unas están sujetas a la parte alta, y las otras de la mitad para abajo, por ello, ambos juegos bajan (no es que unas suban y otras bajen y se encuentren en medio)

en este caso, "bottom of the barn" no significa el suelo, sino la parte inferior...o dicho en terminos de las cortinas, de la mitad hacia abajo para proteger la parte inferior...como las puertas de doble hoja por ejemplo.....
