I've been doing some research on this term. It is from a manual describing basic processes for paper sack manufacturing.
The original language is Chinese, maybe that helps.

Sack-bottom flattening mechanism

There are two arc claws 4 4ˊ, 5 5ˊ at the ends of claw, joint fork 2 rotate for one circle; claws 4 4ˊ, 5 5ˊ can flat two bottoms of the sack.
Once the sack bottom-sucking mechanism sucks a gap in each tube bottom of (about 60 ~100 mm in width), heads of claws 4, 4ˊ insert the gap quickly side by side.
