English term or phrase: what in the heaven

"....The world wonders what in the heaven God is doing loving us..."

"Qué rayos" es equivalente a "What the hell" en inglés, y no se diría "What the hell is God doing loving sinners". Or at least I wouldn't use that!

Explanation:
Otro par de opciones.

"....The world wonders what in the heaven God is doing loving us...\"

https://books.google.com/books?id=d_ASBwAAQBAJ&pg=PT102&lpg=...

Otra opción:

Saludos cordiales.

Ah, esto me recuerda a un chistecito:

--¿Por qué se ríen los ángeles?

--Por la gracia de Dios...

Notes to answerer
Asker: Thank you very much, Bea! This is indeed an answer from "heaven"! This book is a fantastically fun challenge -- 310 pages full of idiomatic expressions and plays on words like this. I really appreciate your help and the reference. Have a great weekend!

Asker: I've not been around much here, and I hadn't realized I cannot award the points until tomorrow. It's also great to see old friends like Charles, Mónica and Robert are still providing help here. Cheers!
