CTA (en el original lo que contiene esta sección se encuentra en la parte inferior del folleto, supongo que describe el lugar, pero no se que sifnifica la sigla) Esta parte contiene lo siguiente: "Report stores illegally selling...."

This is marketing/advertising speak for the part of an ad/poster etc. where you ask the reader/viewer to do something. This fits perfectly with the leaflet as it's the part where they're asking people to report stores selling illegally to minors by calling the phone number or visiting the website.
