Explanation:
I gave this a "3" because I think our native speaking colleagues could improve on my drafting. Andy is on the right track here.
The idea is to tighten the harness just enough so that if you try to "pinch" part of it, it will slip out of your your fingers. Obviously you also don't want to make it too tight, so this is a kind of test to make sure there's just enough slack to be comfortable, but it's not too tight either.

Mistake #2: Harness too loose on the child
Test your seat: "If, after you've tightened your child into his car seat, you can still pinch the fabric of the harness straps between your fingers, the harness is too loose
