There are probably more concise ways to express this in Spanish (hence confidence "3"), but what the ST means is that with a front-end polarotator (a device that ensures precise alignment of the receiving antenna element with the polarization of the incoming satellite signal), thus enhancing the received signal strength (and probably the S/N ratio, too), the receiver specification can be 'relaxed', in the sense that its inherent performance can be lower without unduly affecting the TV signal quality.
