I reword the English for clarity:

Minimum to be the highest (more moisture) of following two possible values:
----- 10.4 °F (-12 °C) dew point
----- 8% relative humidity.

Es decir, se compara la HR que corresponda a un punto de rocío de -12C (el valor de RH dependerá de la temperatura del momento) con una la HR de 8%. A 24C aprox. no habrá diferencia, pero a temperaturas diferentes, se elige el valor mayor de HR.
