I require some help figuring out what Tender means in this phrase. The text is related to Terms and Conditions of Purchase. Here´s some context

"Cold and frozen products, hazardous products, mix pallets and mix cartons or tender products, back orders or campaign products"

My guess is delicate or fragile products. Still, I need some help with this.
