Dear Colleagues,

I don't speak Turkish at all. That's why I don't actually ask you to make suggestions for translation into Turkish, but would like to ask you to provide a synonym or a short explanation in English.

I need to translate a power of attorney issued to Turkish customs brokers from English into Russian, but unfortunately cannot understand this phrase. I believe colleagues with a Turkish background can help me.

Context (list of powers):
to deposit all kinds of security payments to Accountancy Department, to make objections relating to these payments and recollect deposited amounts and securities, to deliver and receive documents relating to these payments, to collect ***cheque surplus*** rebates by the Accountancy Department from relevant banks, to deposit and recollect storage fees and freight costs.

Here I think that Accountancy Department is perhaps an incorrect translation and something more like "tax office" might be meant, but naturally I cannot be sure.

If we are talking about Turkish tax system, there is an Accountancy Department in every local tax office.
"Cheque surplus rebate" should mean "the return made against overpayment made previously by cheque"; i.e. if one pays a fee (or a tx, levy, rtc.) by cheque and this payment amount is greater than the amount due, the said overpayment is returned to the payer. I hope this explanation helps.
