if usaing "rishen'" whihc is quite redundant here one may think about:
"rishen'... schodo nadannia poziki"
or even
"rishen'... u nadanni poziki"

'stosovno' - can be, but consider the following:
rishennia (decision) can be 'yes' or 'no', and, if "no" - there is NO risk :-))
In other words, logically, only positive decision can bring a risk issue. That's why we can drop 'rishennia' safely, as in fact the risk stays only with positive decision made (if it will be wrong). Hope I was clear enough in my 'hasty' explanations :-)
