I need some help with a couple of phrases in English, (poorly) translated from Chinese.
In the financial statements (statement of changes in equity) of a Chinese company, I have the following:

What does this mean?

A slight possibility but with such a phrase everything is a possibility: I guess the keyword in this phrase is changeover because it must have been used oddly in place of transfer/assignment. So, we can comment on the whole as follows:
The transfer/assignment of the sums (dividends??) allocated/appropriated/set aside for (a specific purpose??) to someone else or for some other action.
