FYI Explanation: 我觉得这里的“hand offs”应该是“handoffs”,意思是不同的小组之间的交接、转递活动。 “不同工作小组之间有交接活动时,有什么问题产生吗?” |

where they have hand offs where nobody owns them Explanation: Wild guess. Sometimes there are issues that nobody wants to deal with. All people want to have their hands off these issues. As nobody feels ownership of these issues, they are never taken care of, let alone resolved. |

handoff transfer of responsibility from one group to another Explanation: See link below, sense 3. The sentence as a whole is asking whether or not the organization maintains a consistent level of service, even when specific tasks, accounts, or processes are passed from one working group to another. 2 examples of problematic handoffs that I can think of: - A telephone company might be excellent at attracting new customers and getting them to sign service contracts. However, they then hand off the new account to an implementation team, which regularly fails to properly configure and enable the new customer's services. - An internet service provider does a great job at bringing in new business and delivering the services ordered. However, the handoff to the billing and accounting department is deficient (lack of information, incorrect information), resulting in many customers receiving improper invoices, being overcharged, or sometimes never being billed at all.
