Please edit this. This is in a marriager certificate. The word 'are not married' means "they never married with anyone before this marriage' Could I use past tense? Should I change it to 'were not married' ?

My suggestion. The only thing that bothers me is, if they have not registered their marriage how can they be spouses, i.e., married?!
Unless they can be married (by the church, say) without having to register it at a registry office...

Assuming it should state that this is their first marriage, this is sufficient. If they were not registered as married, you do not need to say 'They were not married' at the start. Saying it this way automatically implies they weren't.
