favors/fosters Explanation: I think it is extending the genetic metaphor--that trusted-based credit associations favor/are conducive to/foster "organized means of forming predictable expectations about relationships." In other words, they create an environment where such organized means thrive. These "organized means" can take a number of different forms depending on the specifics of the situation, so it would be too strong to say that trust-based credit organizations "create" such organized means. Without knowing the specifics of the text, I'm not sure what exactly the author is getting at by these "organized means." |
