The service provider sends its own personnel to work in the client's company.

The services provided are charged on the basis of the time these workers spend in client's company.

This rate is what the client company gets charged N_O_T the hourly pay that these workers will get. (an obvious clue: "....based upon fully built-up local costs plus profit mark-ups")

This could be reworded as 'man-hour rates' or, if you prefer to remove the gender-specific language, it could also simply be 'hourly rates'.

I would also just check if the word 'Services' requires a capital.
