I am proofreading an article on Willy Brandt.

There is a heading that reads "Socialist International and Latin America before 1976", and I wonder if it should take the definite article, like the UN, the European Union, etc.

if this is already a published piece as seems to be the case in refs given by Taña, then there is a case for it to be omitted but I think it reads better with an article.

agree  BdiL: If it were materially in a newspaper headline, no article would be standard (but NOT mandatory), but in a (magazine) article or a transcript I agree the definite article should be there. (With Gallagy's last point as a topping.) Maurizio

Are you asking whether in this case the word "the" should precede "Socialist International and Latin America before 1976", or are there other instances?
