It's almost impossible to tell for sure with this small snipet of context to work from; it all depends, I guess on just what the subject of the verb 'provides' is meant to be — this must surely be made clearer from your wider context.
Rather than the correction you suggest, I have a feeling the word 'as' is superfluous — which might indicate some other text is missing that would justify its presence (or an editing slip?)
Alterantively, I initially read it as "provides security as collateral for loans..." — but that would seem to be contradicted by the preceding heading, where the collocation 'collateral security' is explicit. |
